Functions and Duties of the Bac Lieu People’s Committee Office

 (According to Decision No.08/2011/QD-UBND
dated December 30, 2011 of the Bac Lieu People’s Committee)

 

Position and Functions

1. Office of the Bac Lieu People’s Committee (hereinafter referred to as PPC) is the executive body which helps the Bac Lieu People’s Committee and Chairman of the Provincial People’s Committee (including Vice - chairman)

2. Office of the Provincial People's Committee is executive agency which assists the People’s Committee on general activities of the PPC, acting as a counseller for Chairman of the PPC to direct and manage the general activities of administrative structure of the province; making sure of information supply for the management, direction and run of the PPC, Chairman of the PPC and  public information as regulated of the law, ensuring the material conditions and techniques to operations of the PPC and Chairman.

3. Office of the Bac Lieu People’s Committee has legal status, own seal and bank account, subject to the leadership, management on organization, staffing and work of the PPC, direction, guidance and professional inspection of Government Office.

Duties and powers

Office of the People’s Committee carry out the following functions and tasks

1. Act as general adviser,  assisting the People’s Committee

a) Building and managing  work program of  the PPC as the legal provisions.

b) To monitor and supervise departments, bodies at the same level with department, body under the People’s Committee (hereinafter referred to as Department, Branch), People’s Committee in districts and cities (hereinafter referred to as district-level People’s Committee), agencies and relevant organizations in carrying out the work program and working regulation of the PPC.

c) Regularly coordinate with other Departments, Branches, People’s Committee in Districts, agencies, relevant organizations in the preparation process and completion of schemes, projects, drafts of legal documents for submitting PPC to consider and decide as the law  regulation.

d) To examine the sequence, prepared procedure and independent assessment ideas for these projects, draft legal documents, important reports accordance with work program of the PPC, other duties under the departments, branches, People’s Committee in district, relevant  agencies and organizations for submitting the PPC.

e) To draw up the schemes, projects, draft legal documents and other reports as assigned by the PPC.

f) Consoulting for the PPC and Chairperson of the provincial PPC on direction, operation  and State management in the area of external Affairs, territorial border as prescribed by the law.

g) Controlling administrative procedures and receiving, handling, feedback and recommendation of individuals and organizations on administrative regulations under the scope and management competence of the People’s Committee, Chairperson in accordance with law regulation.

h) To chair and coordinate with other departments, branches, district-level People's Committees, agencies and related organizations to prepare the content and meet regular meeting, abnormal, meetings and seminars with other subjects of People's Committee as well as meetings of the People's Committee Chairperson.

i) To chair and coordinate the meeting of citizens between the participating bodies to meet citizens at headquarter, management and ensuring material conditions for operation at the headquarter of province.

2. Act as general advisers and assist the People’s Committee

a) To study and submit the People's Committee Chairman for approval and speed up the program of yearly, 6 monthly, quarterly, monthly, weekly of the Provincial People's Committee Chairperson, request with the of the Provincial People's Committee Chairperson on focus tasks and need to concetrate on directing and executive departments, branches, district-level

b) Propose to Chairperson of province on guidance for departments, district-level People's Committees, agencies and related organizations in creating mechanisms, policies, schemes and projects, the draft document of law to submit competent authorities for decision.

c) Inspect the order and preparing procedure and consulting for independent assessment to schemes, projects, draft documents, making report accordance with work program of the PPC Chairperson and other duties submited by department, branch, district-level People's Committee, agencies and related organizations.

d) To chair and coordinate with Departments, sectors, district People's Committee, bodies  and related organizations on content finish, procedures, records and draft documents for submitting chairman of Province to consider and make decision for another routine work

e) To coordinate with leaders, organizations and concerned individuals to resolve the issues within the resolving authority of chairman to departments, district-level PPC and different opinions as authorized by  chairman of the province.

f) Drafting and editing or reviewing the last time to draft report and important speeches of chairman

g) Helping the chairman direct the implementation of the regulations on coordination between People's Committee with bodies of Party, Delegation of National Assembly, the People's Council, the Fatherland Front Committee, the Political-Social Institutions, the People's Court; the Institute of Provincial-level People's Procuracy.

h)  Assisting the Chairperson to inspect and implement  the tasks under the inspecting authority of chairman to departments, sectors, the People's Council, the People's Committee in district, organs and related organizations to report and propose the chairman on necessary measures to speed up the implementation and ensuring administrative discipline.

i) To propose departments, sectors, the People's Council, the district-level People's Committees, bodies and related organizations for report of the results of written guidance and administration of  the PPC and chairman of the provincial People's Committee.

k) To request departments, sectors, the People's Council, the district-level People's Committees, orangs and concerned organizations for providing document, figure and related document or attending meetings, getting the situation and direction and administration of the PPC and chairman.

3. Making sure of information to leadership, direction and administration of the PPC and chairman

a) Reporting the Chairperson as period and extraordinary and informing to members of the PPC, head of bodies, Chairperson of the People's Council, the district-level People's Committee, bodies of Party, State, realted organization about socio-economic situation of province, operation of the PPC, leadership, direction and administration of chairman.

b) Provide information for public of main operations with important decisions of the PPC and chairman along with the highlighted events of economy, politics, society of public concern in accordance with law regulation and direction of chairman.

c) Performing task of speaking of the PPC as regulated by the law.

d) Management, publishing  and release the official Gazette of the province.

e) To manage and maintain operations of informatics network of the PPC.

f) Management of organization and operation to electronic portal of the Office of the PPC.

4. Making sure of material condition and technique for these operations of the PPC, chairman and Office.

5. To develop and issue the documents under the jurisdiction to Office of the PPC as prescribed by the law.

6. To release and manage documents of the PPC and chairman.

7. To review and guide professional skills to office, departments, branches, district-level PPC

8. Researching and  applying of scientific research subjects

9. Management of State organizational structure, staffing, salary regime, preferential policy, commendation, discipline, training and improving of professional skills for cadre, civil servant and official under the PPC Office.

10. Financial management and assigned property as regulated by law and as devolved by the PPC.

11. Implementing tasks and powers assigned by the PPC or chairman in accordance with the legal provisions.
