Function and Duty

1. Functions

The Department of Health of the Bac Lieu People's Committee assists it to carry out their administration of health services in the city; manage and give professional guidance to health services; manage the budget and personnel of the health system in the city as authorized by the competent authorities.

2. Duty

2.1 Department of Health has to submit to the City People's Committee

- Planning development of the sector, planning network of medicine facilities, long-term, five-year and annual plans on the care and protection of the people’s health, administrative reform and decentralization of management, socialization in local health care services.

- Drafting decisions and directives issued under the authority of the City People's Committee in the field of health;

- Defining the functions, tasks, powers and organizational structure of Offices under the management of Department of Health;

- Defining the Titles for heads and deputy heads of Department of health, head and deputy head of Offices of Health.

- Decision of establishment, merger, dissolution of units under the Department of health based on the Laws.

- Decisions and directives issued under the authority of the Chairman of City People's Committee in the field of health.

- Regulating relationship between Department of Health with District People's Committee, Office of Health and related agencies in the area;

- Programs, mobilization measures, coordination with the concerned branches in epidemics prevention in the local.

2.2. To direct, guide, inspect, and take responsibility for the implementation of legal documents, strategies, planning, plans and other health problems after they are approved, to conduct propagation and dissemination of, and education in, laws under the scope of the management of the department.

2.3. Regarding preventive medicine:

- To decide methods to investigate, monitor, detect and treat epidemics, make report on epidemics in accordance with the law;

- To direct, guide, inspect, and punish who violates during the process of implementation of national professional and technical branch standards about epidemic prevention; HIV/AIDS; accidents and injuries, school health, labor health and occupational diseases; public nutrition; and border quarantine; chemicals and medical bio-products; assorted chemicals, disinfectants and insecticides in the medical domain;

- To act as a permanent body in charge of HIV/AIDS in the Steering Committee for Prevention and Combat of HIV/AIDS, Drug and Prostitution Evils; to direct, manage, implement, monitor and evaluate the HIV/AIDS prevention and combat activities.

2.4. Regarding medical examination and treatment and functional rehabilitation

- To direct, guide, inspect, and punish who violates during the process of implementation of national professional and technical branch standards for medical examination, treatment, care, convalescence, functional rehabilitation, plastic and cosmetic surgery, expertise ,medical expertise, forensic medicine and psychiatric examination based on regulation and guidance of Ministry of Health of the Ministry of Health as assigned;

- Granting and withdrawal of the certificates of the practice of medical examination and treatment and the certificates of satisfaction of the practicing conditions of private medical examination and treatment establishments according to the provisions of law and as assigned;

2.5. Regarding traditional medicine:

- To implement, inherit, develop, and combine traditional medicine with modern medicine in disease prevention, medical examination and treatment as well as functional rehabilitation, to train traditional medicine personnel, conduct scientific research into traditional medicine and produce traditional medicaments in the local.

- To direct, guide, inspect, and punish who violates during the process of legislation on traditional medicine;

- Granting and withdrawal of the certificates of private traditional pharmaceutical practice according to the provisions of law and as assigned;

2.6. Regarding medicines and cosmetics:

- To direct, guide, inspect, and punish who violates during the process of produce, circulate, and use medicines and cosmetics according to the provisions of law

- Granting and withdrawal of the certificates of  pharmaceutical practice and the certificates of satisfaction of the practicing conditions of business of the medicines; introduction of medicines and comes tic according to the provisions of law and as assigned;

2.7. Regarding food safety and hygiene:

- To organize and direct implementation of national professional and technical branch standards about regarding food safety and hygiene; inspect, and punish who violates about regarding food and safety and hygiene for the production facilities, food business in the province according to the provisions of law.

- To confirm the published standards of food production; grant, suspend, and withdraw the certificates of satisfaction of food safety and hygiene standards of food-producing, circulating and distributing establishments; receive and evaluate the technical contents for product advertisement as permitted and in accordance with the law.

2.8. Regarding medical equipment and facilities:

- To direct, supervise, evaluate medical equipment and facilities under the provisions of law;

- To check, evaluate, and punish who violates during the process of implementation of professional and technical regulations, procedures and standards about medical equipment according to the provisions of law and as assigned;

2.9. Regarding population – family planning and reproductive health:

- To organize and direct the implementation of the system of indicators, criteria of population- family planning, to direct the national technical standards, professional procedures about services on reproductive health and family planning;

- To implement, direct, supervise, and evaluate the implementation of policies, programs, projects, models related to population - family planning and reproductive health;

- To evaluate and give permission to redefine sex, deliver babies with by scientific methods, consulting services for consultancy agencies working on population – family planning according to the provisions of law.

2.10. Regarding the health insurance:

- To organize and direct the implementation of health insurance according to the provisions of law

- To check, evaluate, and punish who violates during the process of implementation of health insurance

2.11. Regarding the capacity building for health workers:

- To organize the implementation of the training plans for health workers and policies on medical human resources development in the province;

- To manage the Medical and Pharmaceutical Universities according to the regulations of the City People’s Committee.

2.12.To help the Provincial management over the activities of business organizations, collective/private economic organizations, associations and non-governmental organizations in the domains of care and protection of the people’s health according to the provisions of law;

2.13. To enter into international cooperation in the domains of care and protection of the people’s health according to the provisions of law;

2.14. To be responsible for professional guidance on health services for Health Bureaus.

2.15. To organize the implementation of the plans on scientific research and application of scientific and technological results, build information systems for public management, store for servicing managing of the state and for professional guidance the domains of care and protection of the people’s health

2.16. To settle complaints and denunciations according to the provisions of law, to combat corruption, practice thrift and combat wastefulness;

2.17. To define the functions, duties, powers, organizational structure, working relationships between organizations and business units under the management of Department of Health, To manage its organizational apparatus and payroll; to appoint, relieve from duty, commend and/or reward and discipline officials, public employees and servants falling under the scope of its management; to provide professional training and fostering for officials, public employees and servants in the domains of care and protection of the people’s health according to the provisions of law and as assigned by the Ministry of Health care ;

2.18. To manage its assigned finance and assets according to the provisions of law and the regulations of the City People’s Committee.

2.19. To make periodic and unexpected reports on the performance of tasks under the regulations of the City People’s Committee and the Ministry of Health;

2.20. To perform other specific tasks assigned by City People’s Committee and according to the provisions of law.
